Richard D. Low, Jr. is the President of Associated Development Services Corporation, a comprehensive design and construction company, located in Cambria, California. Mr. Low has lived and practiced in Cambria since 1977.  Mr. Low is the license qualifier and R.M.O. for the Associated Development Services Corporation General Contractors License number 705716.  Mr. Low is also a registered Architect in the states of California (C-24907) and Arizona (29909).

After serving in the Mekong Delta region of Vietnam in the U.S. Navy’s’ Mobile Riverine Force as an engineman and 20mm gunner on  river boat’s,  Mr. Low attended the School of Architecture at California Polytechnic State University in San Luis Obispo.  In 1973 Mr. Low began working as a designer and construction manager and started his own business in 1975.  He has remained in the Central Coast area working continuously in the design and construction industry.

Mr. Low has successfully completed over 200 building assignments as Architect and/or General Contractor during the last thirty-seven years.   His skills as a Designer, Builder, General Contractor and Architect have been honed on a wealth of experience that includes all aspects of project design, construction and administration.  His Considerable office and field experience provides keen insight into the management of any development project.

Additionally, Mr. Low has also been active in the Real Estate and Mortgage Finance industries as a licensed Realtor Associate with Coldwell Banker Pinedorosa Realty, Inc. and a Principal of Equity Plus Mortgage Company.

During the past thirty-seven years, Mr. Low has demonstrated expertise in the following areas:

Commercial Design and Construction: Restaurants, retail stores, art galleries, professional offices, motels, theaters; light industrial and wineries.

Residential Design and Construction: Multi-family residential; apartments and condominiums and single family residential.

Land Development: Land development of rural ranches and farms.

His responsibilities and experiences as a Principal-in-Charge, Project Architect and General Contractor include:

  • Hiring, training and managing company and project staff
  • Developing project feasibility studies with financial proformas,
  • Putting together and managing partnership syndications,
  • Initiating land acquisition and project sales,
  • Preparing design and construction budgets, job cost accounting, critical path project planning and arranging  financing,
  • Preparing, coordinating, and managing all aspects of construction administration including cost estimates and bid documents; subcontractor selection, supervision, payments; shop drawing revisions and approvals; change orders; and lien releases,
  • Managing project programming and design, working documents production, specification writing, engineering consultants coordination, and permit approvals,
  • Overseeing all material purchasing, scheduling of work, and coordination of all field consultants and required testing,
  • Representing clients at public hearings, and
  • Providing post-construction administration, property management and other activities involved in the development, design, construction and management of real property and improvements.
